Diagnostech: End-to-End Project Delivery for Complex Water Ingress and Compliance Remediation at Beau Monde.

Diagnostech delivered this project from investigation through to completion, providing a fully integrated remediation solution for the Owners Corporation at Beau Monde, 30 Young Street, Cremorne.

Our services included defect investigations, preparation of technical specifications, management of a competitive tender process, contract administration, superintendent services, project engineering, and construction oversight.

 

Situation

The remediation works addressed chronic water penetration issues caused by deteriorated waterproofing systems and failed windows and doors. Acting as the Owners Corporation’s single point of accountability, Diagnostech administered and managed the remediation contract, ensuring the contractor delivered the works in accordance with the approved documentation and contractual obligations.

 Throughout the project, Diagnostech managed stakeholder communications, contractor performance, technical compliance, variations, project risks, and quality outcomes.

This end-to-end approach eliminated interfaces between consultants and delivery teams, streamlined decision-making, and ensured technical and commercial objectives remained aligned. The result was a remediation project delivered under budget, with clear governance, strong stakeholder management, and comprehensive oversight from initial investigations through to final completion.

The complex comprises a single residential building of nine levels (Basement, Ground and seven upper levels) with on-site parking across the Basement and Ground levels. The building contains 22 sole-occupancy units.

 

Goals

The primary objective was to deliver a durable, long‑term solution to the building’s chronic rooftop failures by:

  • Goal 1: Administer and manage the remediation contract to address chronic water penetration caused by deteriorated waterproofing systems and failed windows and doors, while ensuring the contractor delivered works in accordance with the approved documentation and contractual obligations.

  • Goal 2: Assess and administer the replacement of all non-compliant balcony balustrades, reviewing contractor design submissions and ensuring installed systems met the requirements of current Australian Standards.

  • Goal 3: Identify, assess, and direct rectification of structural cracking and concrete spalling to extend the serviceable life of the building, including managing design responses and associated contract variations on behalf of the owners corporation.

  • Goal 4: Review and administer design documentation to ensure all works complied with the Design and Building Practitioners Act (DBPA), while providing the Owners Corporation with informed advice regarding contract administration, quality assurance, and compliance matters.

  • Goal 5: Protect the original design intent throughout construction through active project management, technical oversight, and superintendent services, ensuring remedial outcomes were delivered as intended.

Challenges

The project presents several significant challenges. 

1.  Occupied building environment

All works were undertaken within a fully occupied residential building. This required careful coordination of contractor access, management of resident expectations, implementation of noise and disruption controls, and ongoing communication with occupants throughout the project.

2.  Discovery of Latent Defects

Uncovering latent defects from previous renovations – for example, it was identified
that several existing balcony drainage outlets had been filled with concrete during prior renovation works, rendering them non-functional. This latent defect was outside the original contract scope and required a design response and variation assessment before
the contractor could be directed to proceed.

 

3. Non-Compliant Balustrade Installation

During hold-point inspections, Diagnostech identified that the balustrade contractor had installed a system that materially differed from the approved balustrade design and supporting test documentation.

Without intervention, this issue had the potential to create a compliance risk and compromise the intended performance of the system.

4. Loss of Rooftop Access

 

During construction, the individual unit owner withdrew consent for rooftop access, a pathway the contractor relied upon for transporting materials between building elevations.

As superintendent, Diagnostech was required to mediate between the owner’s corporation and contractor, review the contractual implications of the access restriction, and facilitate a revised access strategy that was acceptable to all parties.

Solution

Diagnostech implemented a comprehensive solution that effectively addressed all the goals.

Structured Project Management and Communication

Diagnostech established a structured communication framework connecting the Owners Corporation, strata manager, contractor, and project stakeholders.

This included issuing advance notifications of works, coordinating access schedules, facilitating progress meetings, managing stakeholder enquiries, monitoring project milestones, and ensuring all key decisions and directions were properly documented.

The approach provided the Owners Corporation with a single point of coordination throughout construction and helped minimise disruption to residents.

Proactive Management of Latent Defects

When previously concealed drainage defects were uncovered, Diagnostech undertook a detailed assessment of the issue and coordinated with the broader consultant team to obtain an appropriate design response.

A variation assessment was prepared for consideration by the Owners Corporation, including cost, programme, and risk implications. Following approval, Diagnostech issued formal superintendent instructions enabling corrective works to proceed.

The solution involved core-drilling new drainage outlets through the concrete parapet and installation of rainwater heads and downpipes to restore adequate stormwater discharge from affected balconies.

Superintendence and Quality Assurance

Diagnostech issued a formal superintendent’s direction to the contractor, suspending balustrade works in the affected areas and requiring the engagement of a NATA-accredited laboratory to independently test the installed system against the reviewed design specification and AS 1288.

Diagnostech assessed the test results, reported findings to the owner’s corporation, and issued subsequent instructions to the contractor for rectification of non-conforming elements.

 

Managing Access Restriction

 

Diagnostech reviewed the contractual access provisions, assessed the programme impact of the restriction, and facilitated negotiations between the owner’s corporation and contractor to agree a revised access arrangement.

A superintendent’s direction to the contractor to reconfigure the scaffolding to establish alternative perimeter access routes, allowing the program to resume without the need for rooftop transit.

Results

The key outcomes and achievements of the project include:

Water Ingress Eliminated

Long-standing water penetration issues affecting multiple apartments were successfully resolved, restoring occupant comfort and improving overall building performance.

 

 

Enhanced Building Presentation

The completed remediation works significantly improved the visual appearance of the building, delivering a refreshed facade and enhanced street presence.

Extended Building Life

The remediation works addressed significant building defects and deterioration, extending the serviceable life of the asset and protecting the Owners Corporation’s long-term investment.

 

 

Effective Risk Management

Through active project management and superintendent services, Diagnostech effectively managed latent defects, access constraints, quality issues, and stakeholder expectations while maintaining project momentum.

Compliance Achieved

The early identification of the non-compliant balustrade installation and subsequent direction to the builder to rectify the works ensured a fully compliant system was ultimately delivered.
